There has been considerable confusion over the status of a second document referred to by Joanne Evans as "two options tabled by Michael Emerson" on this PAGE. This has now been cleared up. You can find explanations and the actual document in question on this page.

Could you enlighten me as to what my second selection proposal is? I think you said it was 2005. I've looked through my emails and Petanque docs and can't find anything. The last selection feedback document I can find is in late in 2004 when I say pretty much the same to PNZ executive as I've said in the latest proposal.

Anyway, can you send me that document you refer to?

Reply from Joanne: This is second' or first selection proposal I referred to in my email to the Wiki page. This copy has come from PNZ files, as I have only seen a hard copy at Herne Bay.

 

I realize this proposal was in 2005 and your (Michael) opinion has since changed. However, that is not an issue as it still makes interesting reading and is to be tabled at the PNZ meeting in November alongside the other proposals.

 

I will also include it as an option paper at the Auckland meeting in October to address some of the confusion.

Reply from Michael E.: Thanks for that. That was filed as a coaching document, which is really what it is. I note the bold emphasis is different to the original.

 

Of course the document was written in my role as co-ordinator of the then selection panel, as a report to the PNZ Executive. But that selection panel finished after two of it's members resigned. A new selection panel was appointed and they created their own new Selection Policy and Criteria - published by PNZ in September 2005. So that April 05 document was superseded and irrelevant from a selecting perspective long ago.

 

I would also refer you to my email letter of resignation as selector in late November 2004, and the follow up letter to the PNZ executive of December 2004. The views expressed in these reports are every bit as relevant as the April 05 document, if not more so. But frankly I don't see much relevance of any of the older documentation, a lot has happened since they were written.

 

Of course Joanne, you can table whatever documents you like at your meeting, with whatever reasons you have for doing so. I presented my one and only current proposal to the Petanque community as something I thought would be of benefit. I said I wouldn't `campaign' for it's acceptance and I'm not going to. It seems to have done it's job of creating the debate.

Re: National Selection and Coaching

 

It is only a little more than a year since a selection panel and national coach have been appointed. The decision by National Council to proceed down this path has had a dramatic impact on the sport. There have been many problems perceived with what has happened in the last year. But there are also very good signs, which may have excellent benefits to our sport in the future.

 

1. A number of PNZ members had an unrealistic expectation of what the coaching and selection process could achieve in the first year. We could not provide feedback, coaching or direction to every player in NZ. Some seemed to expect it of right.

 

2. The implementation of coaching and selecting was done from the top down. i.e. from international level first. It probably should have been implemented from the bottom up — got regional activities first, moving on to national selection later. However the blueprint put out by PNZ is still the right goal. We should in the future have a national director of coaching and selecting with an overall responsibility, a separate national coach who coaches national teams, and regional coaching and/or selection co-ordinators.

 

3. The criticisms of the selection process have come mainly from two areas. Firstly a small group of elite players who did not like the authority imposed on them. Secondly a larger group of PNZ members who didn’t make selection squads or teams and who felt left out.

 

4. I think the current selection panel also acknowledge that they have made selection mistakes. People have been chosen at times who probably should not have been, and some overlooked who shouldn’t have been. But these things are easy to see in hindsight. There were what appeared good reasons to make these choices at the time. Also communication from the selectors has not always been good to those players missing selection, or just outside the selected group.

 

5. Considering where we started from I believe the coaching and selection process has had outstanding success in the first year.

 

Looking to the upcoming year I would like to think that the primary challenge and goal is to expand the benefits of coaching to a wider group of PNZ members and to provide to all players who aspire to selection some feedback and guidance.

 

I would like to focus on this in the next year, while also improving the coaching given to national level players.

 

To achieve this goal I propose we do the following:

 

1. As already outlined to PNZ Executive - run a 12 week training program around the country before the national doubles. This will be designed by the national coach (who will be overseas for a number of weeks of this program), but implemented by regional co-ordinators. This limits their commitment to this 12 week period. This will be the first step to implementing on-going regional training squads. It will introduce many Petanque training concepts which can have benefit for much longer than just the 12 week period. It will provide feedback to players about their playing skills.

 

2. By Spring 2005 the national selectors identify about 10-16 men and women (numbers not fixed) as a ‘National Training Squad’. This is an ongoing year round group, not limited to preparing or selecting just for one tournament. The national coach (and a regional co-ordinator) works individually with each player, setting targets, measuring skills, making sure training is on-going. The players in this squad meet regularly in each region for group training. Players can be moved into or out of this squad at any time by the selectors, based on performances, commitment and progress. Players in the squad are assessed regularly.

 

This gives coaches and selectors continuous feedback of player’s status. And the players get the feeling of being part of something and hopefully progressing, even if they don’t actually make national teams.

 

Players within this squad are encouraged to develop a competitive team approach to improvement. And encouragement is given for players in this squad from different regions to become familiar with playing with each other. Maybe the squad gets together a few times a year just to train and/or prepare for a tournament.

 

For each international tournament the team is chosen from the National Training Squad.

 

3. Below this level, each PNZ region should have a coaching co-ordinator to coach the players who want to improve their game and have some commitment to it. Including those aspiring to be in the ‘national squad’. But it will be quite clear how to get into the national squad - either consistently beating players in the national squad in tournaments and/or reaching defined skill requirements. These regional groups are open to anyone with the desire to improve. Group training sessions can also be held for players at this level. Clubs could also request coaching sessions from the regional co-ordinators. The regional training coordinators help national selectors decide who should move up into, or out of the National Squad.

 

I think this is quite an ambitious plan to get started within a year. I know I have the resources to start the ball rolling. However I will need to get co-ordinators in each region. Already some have come forward for this. I think it is realistic to think these goals can be largely met within a year.

 

It is also vital that National Council members and National Executive members privately and publicly support the selection panel, national coach and regional co ordinators and the choices they make through the year. Nothing is more undermining than criticism from the sport’s administrators.

 

However it is also important that the performance of the selection panel and coaches are reviewed regularly. I am fully committed to being accountable and fronting up to the decisions we’ve made in the year. I think future upcoming reviews of selectors and coach(es) should be known to all of council members so that questions can be asked and answered in the appropriate forum.

Comment 1 The way I understand it now is that Michael E. has only released this selection discussion document on July 26, 2006 for general discussion. The inclusion by Joanne of an old report by Michael Emerson is puzzling to me. If Joanne thinks it has good points in it, she should write one herself (using the "good points") and table it as her document, and not use Michael's writing from April 2005 to do what exactly? I think Michael has made it quite clear that it's a feedback report to the PNZ executive and not a selection proposal. For Joanne to refer back to it is a bit disingenious.-Tom.
